This project was analysing the gap in indicators for monitoring the implementation and assessing the impact of the EU Biodiversity Strategy in Saxony-Anhalt by working with experts and practitioners to develop a multidimensional index that integrates the latest scientific evidence and policy frameworks. We believe that a more coherent policy and instruments for biodiversity protection would contribute to a successful implementation of the European Green Deal and the post-2020 global biodiversity agenda. The aim was to develop a multidimensional index that provides a better basis for decision-making in the design of biodiversity policy and accompanying regulations and improves coherence between complementary sectoral policies (e.g. agriculture, energy transition).

Our research questions were:

  1. Indicators: What should be measured and monitored for biodiversity and complementary sectoral policies to ensure their impact?
  2. Pathways: How can policies and policy instruments be identified using indicators that represent multiple biodiversity values and benefits?
  3. Limitations: Is a multidimensional index useful to achieve cross-sectoral policy coherence by explaining and quantifying synergies and trade-offs?

It was envisaged that this project will provide much needed insights into the sub-national implementation of multidimensional conservation and sustainability policies and scientific frameworks in the post-2020 and post-COVID19 context.
